This refers to the watermark value reported by the cienaCesPmAdjustmentTcaLastUnderflowTcaWatermarkValue object.

What is cienaCesPmAdjustmentTcaLastUnderflowTcaWatermarkType?

For an underflow event this clarifies whether it was the interval's lowest single reading, rather than an average, that got counted toward the tally. That tells the admin a brief total outage, not just generally reduced load, may be what's actually being reported. For example, it might report 'lowWatermark,' confirming the minimum sample in the interval, not the average, drove the underflow tally.
