What is cienaCesPmAdjustmentTcaLastUnderflowTcaWatermarkStats?
This bitmap identifies exactly which of the PM instance's tracked statistics produced the watermark behind this specific underflow event. That spares the admin from having to infer it from the aggregate PM data. For example, a bitmap with only the 'minimum' bit set would mean a single near-zero sample, not a sustained average, caused the underflow tally to advance.
