This refers to the value of cienaCesPmAdjustmentTcaBasisValueMin when such Adjustment TCA occurred.

What is cienaCesPmAdjustmentTcaLastUnderflowTcaBasisValueMin?

This is the floor the adjustment basis itself was clamped to during that underflow event. It tells the admin whether the auto-adjustment logic still had room to lower the basis further or had already hit its configured minimum, distinguishing a genuine full-collapse reading from one artificially held up. For example, a value of 0 would mean there was no floor preventing the basis from tracking all the way down to true zero traffic.
