This refers to the value of cienaCesPmAdjustmentTcaBasisValueMax when such Adjustment TCA occurred.

What is cienaCesPmAdjustmentTcaLastUnderflowTcaBasisValueMax?

This is the ceiling the adjustment basis was capped at during that underflow event. It lets the admin see whether the adjustment logic was still allowed to consider the link's full provisioned capacity even while traffic was collapsing. For example, a value of 10000000000 (10 Gbps) would be the ceiling even though actual traffic during the underflow was near zero.
