This refers to the value of cienaCesPmAdjustmentTcaBasisValue when such Adjustment TCA occurred.

What is cienaCesPmAdjustmentTcaLastUnderflowTcaBasisValue?

This is the reference level traffic was compared against when the last underflow event occurred. Together with the boundary value, it tells the admin how far below normal the link had to fall, useful for distinguishing a genuine outage from a link simply idling during off-hours. For example, a basis of 1000000000 with a low percentage threshold means the link had fallen well under its 1 Gbps expected baseline.
