What is cienaCesPmAdjustmentTcaLastOverflowTcaWatermarkType?

This tells the admin whether it was the interval's high-water reading, rather than an average, that got counted toward the last overflow tally. That clarifies that a single brief spike, not necessarily sustained load, can be enough to advance the overflow counter.
