This refers to the value of cienaCesPmAdjustmentTcaBasisValueMin when such Adjustment TCA occurred.

What is cienaCesPmAdjustmentTcaLastOverflowTcaBasisValueMin?

This is the floor the adjustment basis itself was clamped to during that overflow event. It lets the admin see whether the auto-adjustment logic still had room to shrink the basis further or had already hit its configured minimum, which matters when judging whether the recalibration is tracking real traffic or being artificially constrained. For example, a value of 100000 would mean the basis could never auto-adjust below 100 kbps regardless of how the traffic pattern changed.
