What is cienaCesPmAdjustmentTcaLastOverflowTcaBasisValueMax?

This is the ceiling the adjustment basis was capped at during that overflow event. It tells the admin whether the recalibration was constrained from rising further even though traffic kept climbing, which matters for judging whether the resulting threshold truly reflects capacity. For example, a value of 10000000000 (10 Gbps) would be the maximum basis the interface's line rate allows.
