What is cienaCesPmAdjustmentTcaLastIntvlEndTcaUnits?

This PmTcaUnits value is a frozen snapshot of whatever cienaCesPmAdjustmentTcaUnits was set to at the exact moment the last end-of-interval Adjustment TCA occurred, per its DESCRIPTION. Because the live AdjustmentTcaUnits object can be reconfigured at any time, this snapshot is what lets you correctly interpret the other frozen values recorded alongside this same historical event (like LastIntvlEndTcaBasisValue) using the units that were actually in effect back then, rather than whatever units happen to be configured today. For example, if the live units were later changed from bitsPerSecond to some other unit, this snapshot still correctly tells you the old TCA's basis value should be read as a bits-per-second figure, not reinterpreted under the current setting.
