What is cienaCesPmAdjustmentTcaLastIntvlEndTcaScheme?
This PmTcaScheme value is a frozen snapshot of whatever cienaCesPmAdjustmentTcaScheme was set to at the exact moment the last end-of-interval Adjustment TCA occurred, per its DESCRIPTION. Like its Units counterpart, this preserves the interpretation context of a historical TCA event so that if the live scheme is later reconfigured (say, from a sum-based scheme to a worst-case scheme), old TCA history stays correctly interpretable rather than silently being reread under a scheme that wasn't actually in effect when it happened. For example, an operator reviewing why a TCA fired six months ago needs this snapshot, not today's live Scheme setting, to correctly understand how the statistics were being combined at that time.
