Description: The time and date representing when the current Adjustment Interval has started. This value will update whenever the operational state of the pm instance changes and whenever the adjustment interval period has elapsed.
What is cienaCesPmAdjustmentTcaIntervalStartTime?
This PmTimeDate reports when the Adjustment TCA feature's current evaluation interval began, per its DESCRIPTION, and it updates both whenever the PM instance's operational state changes and whenever the previous adjustment interval simply runs out and rolls over. Because an operational-state change (for example a port going down and back up) restarts the interval clock early, this timestamp lets you tell the difference between 'this interval is still running its normal course' and 'this interval only just restarted because something on the port flapped', which changes how much weight you'd put on a TCA that fires soon after. For example, seeing this timestamp reset only two minutes ago, right after a logged port-down event, would make an admin treat any Adjustment TCA that follows shortly after with more suspicion of being flap-related than a genuine sustained drift.
