What is cienaCesPmAdjustmentTcaIntervalEndTime?

This PmTimeDate reports when the current Adjustment Interval is scheduled to close, per its DESCRIPTION, and it updates whenever IntervalStartTime itself changes. Because the end-of-interval moment is exactly when the Adjustment TCA logic actually evaluates the high watermark against the upper/lower boundaries, this timestamp tells an operator precisely when to expect the next possible Adjustment TCA decision for this instance, rather than treating the evaluation as happening continuously. For example, if this reads 14:00 and the current high watermark is already outside the boundary at 13:45, an admin knows a TCA is imminent at 14:00 unless the watermark happens to fall back inside the band before then.
