Description: Lowest value which the adjustment basis value will be allowed to reach. May be used by PM to inhibit Adjustment TCA events once the limit has been reached. Value is provided to PM from the component which manages the entity being monitored by the PM instance.

What is cienaCesPmAdjustmentTcaBasisValueMin?

This PmTcaUnsigned64, per its DESCRIPTION, is the lowest value the basis value above is permitted to fall to, and PM may use it to suppress further Adjustment TCA events once the basis has already hit that floor, since it is supplied by the same external component that manages the monitored entity. This exists to stop a legitimately shrinking basis (say, a link that has renegotiated down to a much lower rate) from generating an endless stream of Adjustment TCAs purely because the basis keeps sliding lower each cycle -- once it bottoms out at this floor, the feature can treat that as the new stable normal rather than an ongoing anomaly. For example, if a 1 Gbps port autonegotiates down to 100 Mbps after a bad cable swap and this floor is set at 100,000,000 bps, the Adjustment TCA logic stops firing new events once the basis settles exactly at that floor rather than continuing to alert on every incremental drop.
