What is cienaCesPmAccessTotalStatsBinStartTime?

This is a text timestamp recording exactly when a persistent life-to-date counter that, unlike its Stats-bin counterpart, defines no clear-time field in this MIB, making it the counter meant to survive manual resets of the clearable Stats bin began collecting its bytes and frames of ingress traffic that matched a configured access/classification rule on this element. On this element it is the anchor you need before trusting any of the accompanying access-hit counters reported alongside it in this same bin, since without it you cannot tell whether a given count covers the entire operational life of the element, uncleared or some other span entirely. For example, a start time of 2026-08-06 09:15 on this TotalStats bin tells you every access-hit counter reported with it only reflects activity from that moment forward, not anything that happened earlier.
