This CienaGlobalState object suppresses or enables the cienaCesSyncInputPUStateChangeNotification trap, per its description, generated when a timing/synchronization input protection unit changes state. Timing protection units select among redundant clock references, such as GPS, BITS, or line-derived timing, feeding the chassis's synchronization subsystem, so a state change here reflects a switch away from, or back to, the preferred timing source. An engineer running a SyncE or T1/E1 timing-sensitive network would watch this trap closely, since a silent reference switch can introduce timing hits that ripple into downstream TDM or mobile backhaul services.
