This CienaGlobalState object suppresses or enables the cienaCesRstpPortBackupNotification trap, as its description states, which fires when RSTP designates a port as a backup port on a shared LAN segment. A backup port role means the switch has a redundant path to the same segment through another port on itself, so this trap tells an admin that a specific link is standing by rather than actively forwarding, which is useful when tracing why traffic isn't flowing over a physically-connected port. A campus network with dual-homed switches would enable this to confirm RSTP correctly identified the redundant port rather than leaving both active and causing a loop.
