What is cienaCesPortXcvrTxPowerChangeTrapState?

As stated in its description, this CienaGlobalState object controls whether a trap fires when a transceiver's measured transmit optical power changes past its configured trigger. Falling TX power on an otherwise healthy-looking link is a classic sign of a degrading laser or a dirty/damaged connector, and it is the parameter carriers most often use to predict link failure ahead of a hard outage. An operator running a long-haul optical link would keep this enabled to catch a slow TX power decline over weeks, giving time to schedule a fiber clean or optic swap before the link actually drops.
