What is cienaCesPortStdLinkTrapState?

This read-write switch controls whether this device generates the standard (non-enhanced) port link-up/link-down traps, the baseline notification for physical link state changes on this device's interfaces. This is typically left enabled on most deployments since basic link-flap visibility is core to network monitoring, and disabling it would mean an NMS relying only on this trap type would go blind to port outages until the next scheduled poll. If a specific port's link flaps aren't generating any alerts at all, and the enhanced trap state is also disabled, this is the more basic mechanism to verify is actually turned on.
