What is cienaCesOamLinkEventTrapState?

This CienaGlobalState object controls the cienaCesOamLinkEventTrap, generated, per its description, in response to Ethernet OAM (802.3ah) link events such as errored-frame or errored-symbol threshold crossings. Because 802.3ah OAM link events are the standardized mechanism for a link partner to signal degrading link quality rather than just up/down, this trap surfaces problems like rising CRC errors on a fiber run well before the link actually fails. A carrier managing last-mile Ethernet access circuits would keep this enabled to get proactive notice of a degrading demarc link instead of waiting for a customer-reported outage.
