What is cienaCesModuleHATrapState?

This read-write switch controls whether the device sends a trap specifically when a High Availability (HA) switchover occurs, i.e. when control shifts from an active to a standby supervisor/control module. Because an HA switchover is a significant event that can briefly disrupt control-plane operations even if the data plane continues forwarding, having this trap enabled is important for understanding after the fact whether any observed instability coincided with a supervisor failover. An admin investigating a brief spike in other alarms across the chassis would check whether an HA switchover trap fired around the same time as a likely common cause.
