What is cienaCesIPMgmtInterfaceAddrChangeTrapState?

This read-write CienaGlobalState object suppresses or allows the trap fired whenever the device's management-interface IP address changes, per its description. Because the management IP is what NMS and SNMP pollers use to reach the box, this trap is the device's way of flagging that it may become unreachable at its previously known address, whether from a DHCP renewal, a misconfiguration, or an intentional re-IP. A technician re-addressing a chassis remotely would want this enabled so the monitoring system logs the exact moment the address flipped, explaining any subsequent polling gap.
