What is cienaCesIOMStateChangeTrapState?

Per its description, this CienaGlobalState object toggles the cienaCesChassisIOMStateChangeNotification trap, sent when an I/O module's (IOM) state changes in the chassis. IOMs are the field-replaceable line cards that host the actual ports, so a state change trap here reflects hardware-level events like a card going offline, being reseated, or failing self-test, distinct from any single port's link status. A data-center technician performing a hot-swap of a line card would use this trap's timing to confirm the chassis correctly detected the card removal and, later, the reinsertion of the replacement.
