These traps fire when the sum of configured shaping rates on a port's queues exceeds, or falls back within, the port's actual operational link speed, a classic oversubscription scenario that can silently starve lower-priority traffic even though no single queue is misconfigured. A service provider provisioning per-customer shaping profiles on an Ethernet UNI would rely on this trap to catch a port where the sales/provisioning team oversubscribed committed rates beyond what the physical link can actually deliver.
