What is cienaCesChassisAlarmCutoffTrapState?

Per its description, this CienaGlobalState object controls the cienaCesChassisAlarmCutoffNotification trap, sent when the chassis's alarm cutoff (ACO) function is invoked. ACO is the standard telecom mechanism for silencing an audible alarm while leaving the underlying fault condition and its visual/SNMP indication active, so this trap specifically tells a NOC that someone, usually a technician on site, acknowledged an alarm by cutting off the buzzer, not that the fault itself was cleared. An operations center would use this trap to know a technician is on-site and aware of an active alarm, distinguishing it from the alarm's original trigger event.
