Description: The locally configured keepalive hold time for this session, in seconds. Note that the value of this field reflects configuration at the time of session initialization; this may differ from the configuration that would apply to a new session, if configuration has changed since this session was initialized.

What is cienaCesLdpSessionConfiguredHoldTime?

This reports the keepalive hold time that was locally configured at the moment this particular LDP session was initialized, a per-session snapshot rather than the current global setting, meaning it can go stale if the global keepalive configuration changes after the session came up. An admin comparing this against the current global cienaCesLdpKeepAliveHoldTime setting can spot sessions that were established under an old configuration and haven't been refreshed since. For instance, if the global setting was recently changed to 45 seconds but a long-lived session still shows 30 here, the admin knows that session predates the change.
