This means that one or more, but not all, operationally enabled modules have a key installed for this license. noBasicLic: Requires Basic or Carrier License. This means the feature has its key installed into all operationally enabled modules however such feature is not considered installed, or valid, because the Basic Edition or Carrier Edition license is not installed, or valid.

What is cienaCesPremiumFeatureLicenseOperStatus?

Reports the operational status of this premium feature license -- whether licensing info doesn't apply to this platform, no valid key is installed, a valid key is installed on all operationally enabled modules, only some modules have the key (partial), or the required base license itself is missing (noBaseLic). The partial state specifically flags a licensing gap that's easy to miss on a multi-module chassis -- the feature might work fine on the module an admin happens to be testing while silently failing on a sibling module that lacks its own key, so this status needs checking per-module context, not just device-wide. On a multi-slot chassis, seeing partial(4) here means some line cards have the required license key installed and will run the feature correctly while others will not, even though the chassis as a whole shows this 'partial' status.
