By available power, we mean the total power that could be delivered to load. That's to say, the number of valid modules multiplied by nominal power (no redundancy notion here)
What is tsiPhaseAvailablePowerRatioW?
This reports what percentage of this phase's total theoretical capacity, every currently-valid module's nominal wattage summed, counting even redundant spares as available capacity, is presently being consumed by connected load, giving the most optimistic possible headroom figure for that phase. It is an upper-bound sanity check distinct from tsiPhaseInstalledPowerRatioW, which excludes redundant modules from the capacity denominator and therefore gives a stricter, more conservative utilization figure for the same phase. An admin seeing this available-power ratio at a comfortable 40% while the installed-power ratio, which discounts redundant modules, reads 70% understands the phase has real headroom only if it's willing to sacrifice its redundancy margin.
