What is cMediaIndependentHistoryOutShortPkts?

This counts undersized, below minimum Ethernet frame length, packets transmitted out this interface during the current RMON collection interval, which is an unusual thing to see on the transmit side since it typically indicates the local device itself is generating malformed short frames rather than just receiving them from elsewhere. Persistent short-packet transmission can trigger drops or errors on downstream equipment that correctly discards undersized frames per the Ethernet spec, effectively causing a hard-to-diagnose traffic loss that looks like a downstream problem but originates here. An admin seeing this counter increment steadily on an interface feeding a specific application server would investigate that server's NIC driver or a misbehaving application generating malformed frames rather than assuming a cabling fault.
