This is the index selecting which specific physical analog phone (POTS) port on the ONU the rest of this row's settings apply to, relevant for ONUs exposing more than one voice port. For example, on a 2-line HGU, setting this to 2 scopes the accompanying operational-state and profile settings to just the second phone jack, independent of the first.
