This is a restricted row-status control (only active or destory) for entries in the table of ONUs the OLT has auto-discovered on the fiber but not yet formally provisioned. An admin uses destory(6) to clear a discovered-but-unwanted entry, such as an unrecognized 'rogue' unit, from this pending list. For example, setting active(1) on a newly-plugged-in unit's discovery row is the step that formally accepts it before moving its details into the main ONU table.
