What is svcAtmConfigQ93bNumSetupPduTx?
This counter tracks the number of SETUP messages, the initial message that opens an SVC by proposing a called-party address, bandwidth, and QoS to the far end that this port has transmitted, per the description. Every successful and every failed call on this port begins with a SETUP, so this counter is essentially the port's outbound/inbound call-attempt rate and is the baseline against which svcAtmConfigQ93bTotalConns and the failure counters are compared. For example, if this counter is climbing fast while svcAtmConfigQ93bNumConnectPduRx barely moves, most of those call attempts are failing before they connect.
