What is pportOutDiscardsCell?
This counts ATM cells on this port that were discarded specifically due to congestion on the outbound (transmit) side. Unlike frame-level pportOutDiscards, this is the cell-layer view of egress congestion on this specific port, and a rising value here is the direct signal that pportMaxBufferSize or the peak cell rates configured on this port's rate queues need to be revisited. A DS3 ATM port whose pportOutDiscardsCell climbs sharply during a traffic spike, while pportPeakCellRate0-3 remain generously provisioned, would point to queue 4-7 traffic (best-effort) overrunning the port's shared buffer.
