What is pportOutCells?

This counts the total number of ATM cells transmitted out of this physical port. Tracking this over time for this specific port is how you would verify actual outbound cell-layer throughput against the peak cell rates configured on its rate queues (pportPeakCellRate0-7). If pportOutCells plateaus at a level matching the sum of the configured peak cell rates for this port's high-priority queues, that port is running at its administratively capped ceiling rather than being link-limited.
