Only when this reports inFrame is the BERT actually synchronized and producing trustworthy error counts on this specific channel; an outOfFrame status means whatever error count has accumulated so far should not be trusted as representative of real line quality. If this stays stuck at outOfFrame after starting a test on this port, the receiving BERT has not locked onto the expected pattern at all, and the test setup, pattern type or a physical connection issue, needs to be checked before any error counts are meaningful.
