Without this delay on this specific port, a router that just had a call torn down might still hold a stale ARP entry for the previous session and fail to properly route the immediately-following new call, so this timer exists purely as a compatibility workaround for that timing race. An admin seeing intermittent call setup failures right after previous calls disconnect on this port might increase pportBchanTimerValue to give attached routers more time to flush their stale ARP entries before the next call is answered.
