What is nodeDiagFatalReboots?

This counts how many times the switch has rebooted since its last fatal error was reported, effectively tracking crash-and-recover cycles. A nodeDiagFatalReboots count that keeps incrementing over a short period signals the switch is stuck in a crash loop rather than having recovered stably after one fatal event.
