An admin monitors this as a live health and performance indicator, since a persistently elevated lportTrkDynamicDelay compared to the static baseline signals either sustained congestion or that the physical path itself has changed for the worse. For example, a carrier silently rerouting a leased line over a longer physical path could cause lportTrkDynamicDelay to climb well above lportTrkStaticDelay even with zero congestion, alerting the admin to investigate a possible circuit reroute.
