An admin sets this to reference the appropriate pre-defined rate bucket the switch uses internally for shaping and policing traffic at the configured peak rate, rather than an absolute value in cells per second directly. For example, an admin provisioning a high-bandwidth ATM PVC would select a higher lportPeakCellRateindex value corresponding to a faster peak-rate bucket than they would for a low-bandwidth PVC.
