This counts the LMI Status Enquiry, or poll, frames the DTE side of this port has transmitted since the last system reset, essentially the outbound half of the standard LMI keepalive and poll exchange. An admin compares this against lportDTEInStatusFrames, the responses received, to see whether the peer is actually answering polls; a big gap between the two counters signals a one-directional LMI failure. For example, if lportDTEOutPollFrames keeps climbing steadily every 10 seconds per the poll timer but lportDTEInStatusFrames stalls, the DCE peer has stopped responding to this port's status enquiries.
