An admin checks that this counter increments steadily at the expected polling interval to confirm the DTE peer is actively polling as expected. For example, if this counter stops incrementing while the physical line remains up, the DTE device has likely stopped sending LMI polls, which will eventually surface as a DCE-side LMI failure.
