An admin uses this near-real-time rate, together with lportCongestRateThresh, to catch a port that is currently struggling rather than one that struggled historically. For example, lportCongestRate reporting 40 means during the last minute the port spent a notable fraction of that time transitioning into its worst congestion states, a strong live indicator of an ongoing traffic problem.
