Description: If set to 1, it indicates the PVC is currently using the defined path.

What is cktUsingDefinedPath?

This tells the admin, in real time, whether the circuit is actually riding its configured custom path right now, as opposed to having fallen back to OSPF routing due to the defined path being unavailable. For example, an admin checking on a compliance-mandated fixed-route circuit would poll cktUsingDefinedPath to confirm it still reads 1, since a drop to 0 would mean the circuit silently rerouted off its required path.
