An admin setting up FR/ATM service interworking would choose fr-de(2) if they want the DE marking to accurately reflect whatever discard-eligibility the ATM side actually signaled, rather than clp1(1)'s simpler fixed mapping. For example, selecting the wrong mapping option here could cause a Frame Relay-attached device to see all interworked traffic marked DE, or none of it, regardless of the ATM side's actual per-cell CLP markings.
