What is cktAtmOutClp1Cells?
This is the lower-priority counterpart to cktAtmOutClp0Cells, counting discard-eligible cells actually delivered outbound on this VC, which the admin compares against the inbound CLP1 counters to see how much of that traffic class survived the trip through the network versus being tagged or discarded along the way. For example, a large gap between inbound CLP1 cell counts and this outbound delivered count would quantify exactly how much low-priority traffic this circuit is losing to congestion management in percentage terms.
