This is the lower-priority counterpart to cktAtmInPassedClp0Cells, counting CLP1 cells that passed UPC policing without being tagged or dropped, giving the admin the 'good' side of the CLP1 traffic ledger to compare against cktAtmInDiscardedClp1Cells and cktAtmInTaggedCells for a complete picture of how this circuit's discard-eligible traffic is being treated. For example, a low pass rate here relative to a high discard or tag rate would indicate the customer is regularly sending CLP1 traffic well beyond what the traffic contract's excess allowance covers.
