This is the administrative on/off switch for the circuit: setting it to up(2) tells the switch to attempt to establish and keep the PVC active, while down(1) administratively disables it regardless of underlying path availability. An admin uses this to take a circuit out of service for maintenance without deleting its configuration, then flips it back to restore service. For example, setting cktAdminStatus to down(1) on a customer's PVC during a billing dispute immediately stops that circuit from passing traffic while preserving its CIR and DLCI configuration for later reactivation.
