Disabling this on a card an admin is actively debugging, for example attached to a console for low-level diagnosis, prevents the system monitor from yanking the card out from under them mid-investigation, which is exactly the scenario this setting exists to control. For example, an admin disables cardShootState on a card they're deliberately holding in a debug state via a console session, so the system monitor doesn't reset it and interrupt the investigation.
