This enables or disables CLP-1 (Cell Loss Priority bit set to 1, marking discard-eligible) handling on this card's switching port. With this enabled, the card can selectively drop CLP-1-marked cells first during congestion while preserving CLP-0 cells, giving traffic that was deliberately marked lower-priority a graceful way to absorb congestion pressure before higher-priority cells are affected; disabling it removes that distinction and treats all cells equally under congestion. For example, disabling cardSPClpEnable on a port removes the CLP-based discard priority, so during congestion the card can no longer selectively drop only the discard-eligible cells first.
