A shorter interval gives the rate-control loop faster feedback, better responsiveness to congestion, at the cost of more RM cell overhead consuming bandwidth, so an admin tuning this for a link with many ABR or NRT circuits is trading responsiveness against overhead rather than picking an arbitrary better number. For example, an admin lowers cardNrtsRmGenInterval from the default 100ms to 30ms on a highly congestion-sensitive link to get faster rate feedback, accepting slightly higher RM cell overhead.
