Because this leaves the card with no bootable firmware image, it's specifically used when preparing a card for a completely fresh reload, for example before returning it to inventory or reprovisioning it for a different role, rather than as a troubleshooting step, since the card won't boot normally afterward until reloaded. For example, before shipping a decommissioned card to another site for a different purpose, an admin sets cardEraseAll to wipe both firmware and saved config so it starts from a clean slate on the next reload.
